The premier resource for CIR is the Initiative & Referendum Institute at the University of Southern California. Their website is at www.iandrinstitute.org It is an indispensable reference for the history, theory and practice of citizens' democracy. Naturally there is focus on the USA but almost everything which applies there would apply in Australia. CIR, by the way, came to the USA in 1898. We are not entering unchartered waters here.
